Guy Standing Chained to a Cross on Clyde Street?

Anybody know what's this is about? He's a young-ish guy, chained to a wooden crucifix, standing across from St. Andrew's Cathedral on Clyde Street. He's been standing there for about two weeks now. Cheers!
