Were the Lodging houses the same as the Poorhouse?

Is there any details or lists of all the Lodging houses from 1800's to around early 1900's anywhere?

It was published in 1956 (the year after Dr Laidlaw's death) by The Health & Welfare Committee of the Corporation of Glasgow.

My father had an often used saying "there but by the grace of God go I", reading that essay I can fully understand the true meaning of that saying.
