I don't think PS Elements can do it, and I can't be arsed installing the big yin. I will one day though and I shall try it. Looks cool.

Sure it can.
Create a black and white layer of the original image and bring it over the colour layer - then use the eraser tool to bring through the colour / colours on the sections you like best.
I make drawing... FUN!

Exactly the technique I used in Paint Shop Pro.... Layers and the eraser tool are your friend.
