It's a disappointment, but I don't think it was a fuck up. It's one of those things - someone has to win, and the others lose out. Do we think Medellin also fucked up their bid? Or could it be that Buenos Aires was just a better option? There's no shame in losing out to a better candidate in my mind. Maybe if the bid had come after the Commonwealth Games, we might have had a better footing, who knows.
