Suppose it depends on your point of view, really.

If you believe it was designed to get unemployed people back into work, then it was an unmitigated failure.

If you believe it was designed to pump two billion pounds more than the actual JSA bill costs in its entirety into private pockets from public funds, while getting no-one back into full time work and simultaneously massaging the unemployment figures then yes, it's been a roaring success.

No, I appreciate it's just the payroll vote choosing their cars and additional salaries over the right thing. No reason not to give them a verbal kick.

I'm not going to contradict anything you've said there. It would, however, be good to know who the Refuseniks were.

On that second point, it's my opinion that as enthusiasm for retrospectively declaring assorted forms of abuse has waxed, public interest has waned. We do like novelty, but we prefer it refer to people that are 'celebrities'.

Worth a try, but a) the fact that you can't remember who (s)he is proves quite the reverse and b) Clement Freud!

A trend-setter if there ever was one, btw. He served up horsemeat to posh London Diners in the post-war rationing era.
