Some say it was a losing entry in the City Chambers competition; others say that was only hearsay, and that the architects denied it at the time.

Two plausible explanations, but which is better? There's only one way to find out...

My favourite City Chambers rumour is that the architect re used the plans for another client and there's a duplicate in marble in some town in Brazil.
