Have a hunch that the first pic is here;
http://goo.gl/maps/ZhiKowhich is listed as being once a cooperage and store, so it may have been something to do with hoisting barrels?

Guacho, the bracket in the first one is not placed with much sympathy to the original detail. Could it be a bracket from the 1990's for something like an Atlantic Telecom antenna? btw these are still visible in various parts of the city.

the first pic looks to be a bracket for cables. doubt they are gpo or tram, could be for lighting, or an internal communication system. you can see three of the brackets, one in each arrowslit on the smaller two gables, and one poking out parallel with them from the crowstep on the larger gable.
could the other pic just be a re-sited mooring bollard (im sure it has a term)? nice cobble job.

The second one is one of the fixed survey points used to monitor the Kingston Bridge when major works were carried out in the 1990's. The is one to the west of the bridge near the quay wall at Anderston Quay although it may be removed during the stabilisation/ reconstruction works being undertaken to the quay wall

Could the bracket thing, possibly be for a flagpole? What was the buildings former use?

They look a bit insubstantial for that. more like phone or telegraph, but I don't recall seeing brackets like these. I think the building was a bonded store.
