I think they are, the USA (NBA) official height is ten feet from base to the rim. The hoops at MUGA's here seem to be a little lower, I would head down with my measuring tape but the neds have taken over for the evening and im not wanting to loose my legs or other body parts. Its also possible that the council has taken into consideration the type of court user ie children and adolescents but im not 100 % sure on this. Sorry for going off topic, just used to play for my Uni and we used the USA standards for the basketball hoops.
