I wasn't aware of any area being smokeless, only smoke controlled.

As greatly opposed to the case at the introduction of the Clean Air Acts of 1956 and 1968.
Where would you expect people to have come in contact with the new terminology? It's not as if you get 'You are now entering a Smoke Controlled Area' signs.
