New Mural - George Street, Graham Hills Building

Does anyone know the (hi)story of this mural going up on the east wall of the Graham Hills Building? Someone suggested it might be inspired by Lanark, by Alasdair Gray, but couldn't remember there being a boat involved in that. When was it last renovated? I remember they dug it all up, cleaned the statues, laid new electrical outlets for events, installed brighter lights, and laid a new surface. It was in the last 5 years or so but I can't find any reference to it yet online.

Anyone got any evidence it ever happened?
